Section 8 Housing
The Office of Housing Services is the Public Housing Agency (PHA) for the Housing and Urban Development (HUD) Section 8 Housing Choice Voucher Program. The PHA is allocated 293 vouchers for rent subsidies, and a grant of $1,866,761 for subsidy payments for the fiscal year. The PHA also receives an Administrative Grant of approximately $165,000, based on the average unit months leased. The PHA also applied for and was awarded a Family Self Sufficiency Grant of $42,840 for reimbursement of the expenses associated with staffing a full time Coordinator. Use of these funds provides housing assistance for 600+ citizens of Westminster, in addition to providing home ownership opportunities for several qualified recipients.
The HUD Section 8 Housing Choice Voucher program is a federally funded program that provides a rental subsidy for very low-income households so the residents can afford decent, safe and sanitary housing in the private market. Housing Choice Vouchers are administered by the city's Public Housing Agency to eligible participants who are able to choose any rental unit that meets the requirements of the program.
Executive Director of Housing
The day to day operation of the program is managed by the Director of Housing and Preservation Services. The Program is also staffed with two Housing Specialists. The Director and Housing Specialists are certified in one or more disciplines of HUD housing program management and operations. The Director of Administrative Services serves as the Executive Director of the PHA. The department also has a Housing Inspector, certified for housing and property maintenance.
