 2004 Comprehensive Plan

The City is presently in the final stages of updating its Comprehensive Plan. The major changes from the 2004 plan include the addition of State-mandated Water Resources and Municipal Growth elements. The plan update process began in 2007 and the City is on track to meet the State deadline of October 1, 2009. In addition to these additions, staff is also updating the rest of the plan to reflect current goals, directions, and accomplishments. These additions and updates will make the 2009 plan a more complete guide for the City's path over the next six years and beyond.

The Comprehensive Plan is a master long-range plan intended to guide the growth and development of Westminster. The plan includes inventory and analytic sections leading to recommendations for the community's land use, economic development, housing, transportation, community facilities, water resources, urban design and resource allocation: all related to the community's goals and objectives. The Comprehensive Plan becomes a valuable tool to guide City officials and others in the consideration of various related financial, policy and administrative matters.

The Comprehensive Plan goals and objectives are used to influence City budget and funding decisions. During the FY 2010 budget development process, City leaders determined that proposed expenditures must reference goals and objectives from the Comprehensive Plan. This cohesive approach will ensure that resources are directed towards the priorities outlined in an approved, public plan.
