On January 28, 2013, The Mayor and Common Council of Westminster approved Ordinance No. 839 that created a Rental Housing License Program in the City of Westminster. The law became effective on June 1, 2013. Every rental unit in Westminster must be licensed annually by the City before it can be rented or leased. The annual license fee schedule is as follows:

Penalty Information
Without a rental license, a dwelling unit may not be legally rented or leased, nor may a tenant be evicted. Additionally, rental properties subject to three separate violations within a 12 month period will result in “Habitual Offender” designation, a special status that increases the license fee to $500 per unit for a 12 month period.
