ABOUT OUR DEPARTMENT

The Westminster Police Department is a full-service municipal police agency providing 24/7 coverage for our community. We are currently authorized forty-five (45) sworn police officers who hold the ranks of Police Officer, Corporal, Sergeant, Lieutenant, Captain, Major, and Chief. Additionally, we currently have thirteen (13) civilian staff members who provide integral support to our operations. Our department is comprised of a Patrol Bureau and a Criminal Investigations Bureau.

We have K9 teams, detectives, community outreach officers, and investigators assigned to specialized tasks forces, including the county-wide Drug and Firearms Trafficking Task Force, the Child Advocacy and Investigations Center, and the US Marshals Service Fugitive Task Force. We also have a Dispatch Division and several grant-funded support teams. Opportunities exist to get trained and certified in a variety of specialty skills, such as bicycle and e-bicycle patrol, crisis intervention team, SWAT, hostage negotiations, and firearms instructor.

About the Role

The Director of Public Works provides senior leadership for the City’s Public Works Department, overseeing critical infrastructure systems that support the daily life of the Westminster community.

The Director leads four Superintendents who manage the City’s core operational departments: Streets, Utilities Maintenance, Wastewater Treatment, and Water Treatment. Together, these teams maintain Westminster’s essential infrastructure and ensure reliable public services for residents and businesses. This very strong, competent, and collaborative team of professionals is in place and ready to support the incoming Director.

This role is not expected to serve as the technical expert in every discipline. Instead, the Director provides strategic leadership, coordination, and long-term planning across the department while empowering the existing subject-matter experts to lead their respective operations. With experienced staff already in place and prepared to partner with the new leader, the Director can focus on guiding vision, strengthening collaboration, and positioning the department for continued success.

Key Leadership Responsibilities

Department Leadership

Provide strategic leadership and direction for the Public Works Department.
Supervise and support Superintendents and their teams.
Foster a culture of collaboration and continuous improvement.

Infrastructure & Capital Planning

Lead planning and implementation of City capital improvement projects.
Oversee long-term infrastructure planning and asset management.
Ensure projects are delivered on time, within budget, and aligned with City priorities.

Budgeting & Resource Management

Develop and manage the Public Works operating and capital budgets.
Oversee procurement, contracting, and resource allocation.
Ensure responsible stewardship of public funds.

Policy & Regulatory Leadership

Serve as the City’s Floodplain Administrator.
Interpret and apply regulatory requirements related to infrastructure and environmental compliance.

Regional & Community Collaboration

Represent Westminster on the Carroll County Water Resources Coordinating Council.
Collaborate with elected officials, City leadership, developers, consultants, contractors, and residents.

Technology & Innovation

Provide oversight of the Westminster Fiber Network, supporting the City’s innovative municipal broadband initiative.

In this hands-on role, Street Equipment Operators will operate a wide range of equipment and contribute to essential City services, including roadway maintenance, landscaping, facilities support, and public safety response.

Essential Responsibilities

Operate equipment such as dump trucks, backhoes, front-end loaders, bobcats with attachments, pavers, rollers, street sweepers, snowplows, tractors, and related tools
Perform roadway maintenance, including asphalt and concrete work, striping, signage installation, and traffic control
Conduct landscaping and grounds maintenance, including mowing, trimming, tree planting/removal, and park upkeep
Assist with trash collection, litter control, and transport of materials to disposal sites
Support building and facility maintenance, including minor repairs, painting, and carpentry

The City of Westminster is seeking qualified applicants for the positions of Wastewater Plant Operator I and/or Wastewater Plant Operator II. These positions support the continuous operation of the City’s Wastewater Treatment Plant.

Both positions play a vital role in protecting public health and the environment through the treatment and safe discharge of wastewater.

Primary Duties (Both Levels)

Operators are responsible for the monitoring, operation, and maintenance of wastewater treatment processes and related equipment. Duties include:

Monitoring wastewater flow and biological treatment processes
Collecting samples and performing laboratory analyses
Adjusting chemical feed rates, air flow, and system controls based on operational data
Inspecting, operating, and performing preventive maintenance on pumps, motors, valves, and other plant equipment
Assisting with sludge processing, dewatering, and disposal operations
Operating and monitoring SCADA and computerized control systems
Maintaining accurate operational logs and reports
Working safely in industrial environments and in varying weather conditions

Wastewater Plant Operator I (Entry Level)

Starting Base Pay: $17.7680 per hour (dependent upon qualifications and experience)

This position is intended for individuals beginning a career in wastewater operations. Employees work under supervision while completing required training and certifications.

Minimum Qualifications:

High school diploma or GED
Ability to obtain the following within required timeframes:
- Maryland Temporary Class V Wastewater Operator Certificate (within probationary period)
- Maryland Class V Wastewater Treatment Certification (within three years of hire)
- Class A Restricted Commercial Driver’s License (CDL) with tank vehicle and air brake endorsements (within one year)
