Councilmember Ann Gilbert retired after 26 years from the Adult Services unit at the Department of Social Services in Carroll County. She currently works at the Carroll County Farm Museum as the volunteer coordinator.
Councilmember Gilbert earned her bachelor’s degree in Sociology in 1989 from UMBC and her master’s in counseling in 2009 from McDaniel College. She is a lifelong resident of Carroll County and lives on Chase Street with her husband and dog Gracie. Ann has a daughter and her family that lives in Frederick, a son in Westminster, a stepson and his family in Hanover, PA, and a stepdaughter in Belafonte, PA.
Council Member Gilbert was elected to the council in 2019. She is currently the chairperson of the city’s Personnel and Parks & Recreation Committees and Vice chair of the Technology Committee. Additionally, she serves as a member of the Governor’s Crisis Intervention Team Center of Excellence-Collaborative Planning and Implementation Committee. She was a member of the Comptroller's Women’s Empowerment council from 2023-2025, and was on the MML Conference Planning committee for 2024-2025. Councilmember Gilbert is also the Secretary and a founding board member of the Veterans Independence Project and active member of Grace Lutheran Church. In her spare time, she enjoys hiking, walking, photography, traveling and curling up with her dog Gracie and a good book.
